Anne Lise Holter, born 16 September 1959, is from Norway, Østfold. She worked at the Prime Minister's Office, and was at work when the bomb exploded.

(Dagbladet): Wednesday police confirmed that 51-year-old Annelise Holter from Norway, Østfold is among the dead after bomb attack in its ministries.

She is survived by husband Runar and three children, all with strong ties to Moss and Våler shooting.

Annelise was a senior consultant to the Prime Minister's Office, and was at work when the bomb exploded:
