Born 1903, Riga, Latvia, Pole by nationality, Latvian citizen, in Riga merchants family

in 21.7.1926. student Napoleons Liberis engaged with Elfrida Brsesinski.

1928.03.05  elected as Member of the Riga city council.

in 1931. participated in elections for Saeima (Parliament of Latvia) from Polish party, where recieved most votes in the Catholic / Polsh Party list. He was 12th in the electoral list, but got the most votes (1st)

in May 1932 was sentenced for 1 month in prison due electoral fraud. He was cought in the train with 4 large bags with money (LVL250,000) returning from Warsaw and lost his MP status

Sentenced: by NKVD (ОСО при НКВД  СССР)  8 Mart 1941.

Charged: Anti- Soviet Agitation (АСА).

Verdict: deportation for 8 years, Kotlas; Vorkuta (ИТЛ)
