The son of a citizen of Riga, the owner of a brewery. After graduating from the Toomkool in Riga, he studied theology at the University of Jena in 1795. 1799–1801 worked as a home teacher in Kuramaa. From 1801 to 1805 he was a deacon of Riga Cathedral and from 1806 to 1823 he was archdeacon of St. Peter's Church in Riga. From 1823 to 1838, he worked as a pastor of the Riga Cathedral and was the 2nd assessor of the Riga City Consistory. He was the chief pastor of St. Peter's Church in Riga from 1838, the superintendent of Riga from 1839, and also the vice-president of the city consistory. He was the secretary of the Literary-Practical Civic Association from 1803, the chairman of the association from 1821-1825 and 1827-1828. He was one of the founders of the Society of History and Antiquities. Published articles in the Baltic and German press, also wrote occasional articles. 1827 edited and co-edited by Jakob Georg Friedrich. Beise published the Riga newspaper Rigasche Stadtblätter .
